Public consultation on amendments to consumer credit laws aligned with EU Directive 2023/2225

The Consumer Protection Service of the Ministry of Energy, Commerce and Industry has launched a public electronic consultation on a package of amending bills from April 29, 2026. These amendments aim to harmonize national law with Directive (EU) 2023/2225 of the European Parliament and of the Council, dated 18 October 2023, which repeals Directive 2008/48/EC on credit agreements for consumers.

This package complements the transposition of the directive into national law following a previous public consultation on the bill “The Consumer Credit Agreements Law of 2025,” which was open from August 12, 2025, to September 15, 2025.

The amending bills included in the package are:

  • The Consumer Credit Agreements in Relation to Residential Property (Amendment) (No. 2) Law of 2026
  • The Operations of Credit Institutions (Amendment) (No. 2) Law of 2026
  • The Leasing (Amendment) Law of 2026
