EBA publishes its 2025 annual report outlining key achievements

The European Banking Authority (EBA) has published its 2025 Annual Report, detailing its main achievements and activities in 2025 under its Work Programme.

In 2025, the EBA focused on streamlining and improving the EU regulatory framework and expanding its supervisory role, particularly under the Digital Operational Resilience Act (DORA) and Markets in Crypto-Assets Regulation (MiCA).

Key achievements include:

  • Enhancement of the Single Rulebook: Progress in Basel III reforms and clarifications across credit, market, and operational risks. Adjustments to ESG disclosure timelines and support for legislative initiatives such as PSD3/PSR, CSDR, and the Securitisation Package. The EBA made 21 recommendations in October 2025 for simplifying the EU supervisory framework, to be implemented in 2026.

In 2025, the EU-wide stress test confirmed the resilience of banks across the EU and EEA, showing their capacity to maintain capital ratios above minimum requirements even under severe adverse scenarios.

  • Advances in Data and ESG Analytics: Launch of the Pillar 3 Data Hub for prudential disclosures, expansion of the European Data Access Portal (EDAP), and publication of the first ESG Risk Dashboard. Preparations for a climate stress testing framework are underway.

The EBA expanded its supervisory role in digital finance under DORA and MiCA, establishing governance structures and procedures. Nineteen third-party ICT providers were designated under DORA, with the EBA acting as lead overseer. Supervisory procedures for crypto-asset issuers were finalized under MiCA.

  • Consumer Protection and Supervisory Convergence: Support for the Instant Payments Regulation, publication of the Consumer Trends Report, and campaigns on crypto-assets and digital finance fraud. The EBA strengthened supervisory convergence through peer reviews, training, and cooperation with EU and international partners.
