EBA consults on revised standards for joint prudential decisions

The European Banking Authority (EBA) has initiated a public consultation on proposed revisions to the Implementing Technical Standards (ITS) governing the joint decision process for institution-specific prudential requirements, as outlined in Article 113 of the Capital Requirements Directive.

The revisions aim to simplify and enhance the efficiency of the regulatory framework, reflecting developments since 2014, including changes from CRD V and updated EBA Guidelines on the Supervisory Review and Evaluation Process (SREP). The proposed amendments include streamlining templates, supporting a holistic assessment, aligning with current supervisory practices, and expanding scope to include Pillar 2 Guidance and leverage ratio-related requirements.

Comments can be submitted via the EBA consultation page by January 4, 2027, at 23:59 CEST. A virtual public hearing will be held on November 10, 2026, from 10:00 to 11:00 CEST. Stakeholders are invited to register by November 9, 2026, at 16:00 CEST. Comments received will be published unless confidentiality is requested.

This consultation supports the EBA’s broader effort to improve the efficiency and effectiveness of EU banking regulation, as part of its campaign “Simplifying to strengthen,” and aligns with the recommendations in its October 2025 report on regulatory efficiency.

The ITS are mandated by Article 113(5) of Directive 2013/36/EU (CRD) and were adopted under Commission Implementing Regulation (EU) No 710/2014.
