EBA launches discussion paper on Pillar 3 Data Hub for small banks

The European Banking Authority (EBA) has published a Discussion Paper proposing a simplified process for small and non-complex institutions (SNCIs) to implement the Pillar 3 Data Hub (P3DH). The aim is to gather stakeholder feedback on a streamlined approach where the EBA would collect, calculate, and publish Pillar 3 disclosures for SNCIs, reducing operational burdens.

The paper details the proposed methodology for calculating disclosures on behalf of SNCIs, enhancing transparency, comparability, and data accessibility. It also includes next steps and timelines for the first publication of Pillar 3 information for SNCIs.

Additionally, the EBA published a new P3DH FAQ and related IT solutions for large and other institutions. The FAQ clarifies IT solutions related to contact person nominations for automatic notifications upon publication of Pillar 3 data.

Responses to the consultation can be submitted via the dedicated EU Survey. Contributions will be published after the consultation closes, with a deadline of 20 July 2026.

The EBA will hold a public hearing on 1 July 2026, from 15:00 to 16:30 CEST. Registration is open until 26 June 2026, 16:00 CEST.

The P3DH is a centralized platform on the EBA website providing access to Pillar 3 information, covering all disclosure requirements. It went live for large and other institutions on 26 January 2026. The extension to SNCIs is based on Article 434(4) of the Capital Requirements Regulation (CRR), which mandates the EBA to publish disclosures for these institutions using supervisory reporting data.

The classification of institutions follows the definitions under Article 4 of the CRR. Feedback from this consultation will inform the finalization and implementation of the SNCIs process and methodology.
