The European Banking Authority (EBA) has launched a public consultation on draft amendments to its Guidelines on the appropriate subsets of sectoral exposures to which authorities may apply a systemic risk buffer (EBA/GL/2020/13). The revised Guidelines aim to improve the use of the systemic risk buffer to address risks related to climate change.
The amendments introduce greater detail in identifying exposures subject to physical and transition climate risks through enhanced sectoral and geographical classifications. They also incorporate lessons learned from existing measures across Member States to improve design, monitoring, and reciprocity.
Comments can be submitted via the EBA consultation page by clicking the “send your comments” button. The deadline for submissions is 30 April 2026.
The EBA will hold a virtual public hearing on 9 April 2026 from 15:00 to 16:00 CET. Stakeholders can register by 1 April 2026 (16:00 CET) using the provided link. Dial-in details will be shared with registered participants.
All comments received will be published after the consultation unless confidentiality is requested.
These draft guidelines are based on Article 133 of the Capital Requirements Directive (EU) 2024/1619 (CRD VI), which clarifies the use of the systemic risk buffer for climate-related risks.
