EBA publishes its 2027 work programme

The European Banking Authority (EBA) has published its 2027 Work Programme, outlining key focus areas and deliverables for 2027. This marks the first step towards a broader medium-term strategy to position the EBA as a next-generation regulator, developing supervision at new frontiers and providing services to the supervisory and resolution community.

The Programme is structured around three drivers: improving efficiency, fostering resilience, and supporting transformation. These drivers underpin the EBA’s work across all core activities and set the framework for its focus areas during the year.

In 2027, the EBA will focus on completing the implementation of the 2024 banking package, preparing for the new payment services framework, supporting reforms in crisis management and deposit insurance, strengthening supervisory convergence and stress testing, advancing integrated reporting and data sharing, and continuing work under the Digital Operational Resilience Act (DORA), the Markets in Crypto-Assets Regulation (MiCA), and the European Market Infrastructure Regulation (EMIR).

The programme aligns with the European Commission’s banking competitiveness agenda. It aims to promote a proportionate and efficient framework, greater supervisory consistency, and stronger foundations for digital finance. The 2027 Work Programme balances continuity with adaptation to new challenges and developments, maintaining flexibility to respond to changes in the risk environment and new mandates from EU legislation and policies.

Note to the editors / Legal basis / Background information: The EBA Board of Supervisors adopted the Work Programme on 29 September 2026, based on a proposal by the EBA Management Board, in accordance with Article 43 of the EBA Founding Regulation. The programme was informed by recommendations from the EBA’s Advisory Committee on Proportionality and input from the European Commission. Its executive summary will be available in all official EU languages.

The 2027 Work Programme also reflects ongoing efforts to support regulatory simplification and efficiency, including initiatives to enhance proportionality, reduce reporting and compliance burdens, and improve the effectiveness of the EU regulatory and supervisory framework.
