EBA publishes roadmap for implementing revised Deposit Guarantee Schemes Directive

The European Banking Authority (EBA) has published a roadmap detailing how it will implement its mandates under the revised Deposit Guarantee Schemes Directive (DGSD3). The roadmap includes the development of regulatory products to enhance depositor protection across the European Union (EU).

The timeline for these deliverables aims to improve depositor awareness of their rights, ensure faster repayment during bank failures, strengthen cooperation between deposit guarantee schemes and authorities, and improve stress-testing frameworks. These measures are designed to support financial stability and harmonize protection standards across the EU.

The revised DGSD3, published on 20 April 2026, introduces over 100 operational improvements based on five Opinions issued by the EBA to the European Commission between 2019 and 2021.

The EBA will develop 12 regulatory products in three batches over the next three years to support implementation. These standards and guidelines will benefit EU citizens by improving depositors’ rights information, ensuring timely repayments, and enhancing crisis preparedness.

The measures aim to enable effective management of bank failures without threatening financial stability or causing contagion in the financial system.
