EBA updates standards to improve resolution planning and cooperation

The European Banking Authority (EBA) has published its final draft Regulatory Technical Standards (RTS) on resolution plans and resolution colleges. The updates aim to simplify resolution planning and improve cooperation and coordination among authorities.

Based on over a decade of experience, crisis case insights, and simulation exercises, the revised RTS update the structure and content of resolution plans and strengthen the operational framework for resolution colleges, especially for cross-border groups.

Key changes include:

  • A more consistent and concise set of essential information for plan summaries.
  • More proportionate and tailored plan content for each institution or group.
  • A clearer separation between resolution strategy selection and resolvability assessment.
  • A reorganized resolvability assessment based on seven core dimensions for greater consistency and effectiveness.

Updates to resolution colleges focus on:

  • Simplifying processes to reduce administrative burden.
  • Enhancing cooperation and information exchange among authorities.
  • Strengthening coordination mechanisms for resolution scheme implementation.

The updates are based on the legal framework of the Bank Recovery and Resolution Directive (BRRD) – Directive 2014/59/EU, which mandates the EBA to specify resolution plan content, resolvability assessment, and resolution college functioning. The original RTS were submitted in 2014 and adopted in 2016.
