ECB highlights challenges to growth and resilience in Europe

The European Central Bank has outlined several key challenges affecting growth and resilience in Europe in a speech delivered by Isabel Schnabel, Member of the Executive Board, on July 13, 2026, at the Jahreswirtschaftsempfang NRW 2026 in Münster.

Challenge 1: Geopolitical shifts threaten competitiveness, with trade policy uncertainty and geopolitical risks impacting global export market shares. Notable events include the China-US trade war (since April 2018), Russian invasion of Ukraine (since February 2022), Hamas attack (October 2023), tariffs (April 2025), and Iran war (February 2026). Challenge 2: Demographic aging and climate change dampen growth prospects. Potential GDP growth in the euro area is projected to decline, while global GDP losses due to climate change are significant. Projections indicate a slowdown in potential growth driven by labor, capital, and total factor productivity contributions, with climate policies influencing long-term scenarios.

Challenge 3: Fiscal sustainability requires higher potential growth. Countries are increasing defense spending, with some activating fiscal escape clauses, and government interest expenditures are projected to rise, emphasizing the need for growth to sustain fiscal health.

Challenge 4: Europe lags in patents and venture capital investment. Patent applications by technology sectors and venture capital investments as a percentage of GDP reveal gaps compared to the US and China, highlighting innovation challenges.

Additional issues include the importance of integration through reducing trade barriers, strengthening innovation and sovereignty, and reducing dependencies on critical raw materials and international card schemes. The ECB emphasizes the interconnectedness of these pillars in reviving growth.
